Remarks
If adding a new name for a student the Name.RefId should be set to 0.
If updating an existing alias for a student the Name.RefId should be set to the RefId of the name to be modified.
If Deleting an alias for a student the Name.RefId should be set to the RefId to be deleted and set the DeleteName flag to True
