This rule is used to validate:
Description
To avoid the conflict where student moves to a new school and the new school tries to “Edit” the citizenship record rather than “Adding” a new record when the citizenship status changes, restrict the “Edit” functionality to the original organization of the record.
When modifying an existing citizenship record, the submitting organization must be the same organization that created the citizenship record.
This rule is effective for all school years

When this validation rule is triggered, the following message is returned:
Access Denied. Your organization is not allowed to modify this citizenship record: {RefID}. Review the students current citizenship to determine if a new citizenship record is required to be added.
Where:
- {RefID} is the Student Citizenship Reference ID of the record.
