Description
The Evaluation Method = EXCRED is not permitted when the student does not have a External Credential on record.
This validation rule is in effect for all school years.

Message
When this validation rule is triggered, the following message is returned:
- Invalid Evaluation Method. The student does not have an External Credential on his/her record.
