To perform this validation, the following information is used:
Description
This validation rule will fail if the <OrganizationName> or the institution identifier (<APAS> or <MutuallyDefined>) have not been provided in the xml source of the transcript request. When the transcript request fails for this rule the APAS field will echo back the incomplete institution identifier received. If no identifier was submitted then it will return two blank spaces (i.e. <APAS> </APAS>). OrganizationName is never returned on the response.

- Incomplete Institution Information. The requesting institution/organization has not been fully described in the Source segment of the transcript request.
