All Grants Program Codes contained within an enrolment should be unique.

Message
When this validation rule is triggered, the following message is returned:
Invalid Grants Program Codes. Student {StateProvinceId} cannot be enrolled with duplicate grants program codes ({GrantsProgramCodes}).
