The school authority must be active on the Registration Start Date.

Message
When this validation rule is triggered, the following message is returned:
Invalid Registration Start Date. Based on the information within PASI, the school authority associated to the enrolment ({SchoolAuthorityCode}) is not active on the Registration Start Date ({RegistrationStartDate}).
