Description
When the enrolment record contains a 140 (Grants Program Codes), the enrolment record should not contain Grants Program Code:
Effective Period
- This validation rule is in effect up to and including the 2015/2016 school year.

Message
When this validation rule is triggered, the following message is returned:
Invalid Grants Program Codes. Student {StateProvinceId} cannot be enrolled using Grants Program Codes 600, 610, 611, or 612 when enrolled using Grants Program Code 140.
