Description
When using the Grants Program Code for 211 (Grants Program Codes) or 221 (Grants Program Codes), a 4xx grants program code should not be used.

- This validation rule is effective starting the 2010/2011 school year.

Message
When this validation rule is triggered, the following message is returned:
Invalid Grants Program Codes. Student {StateProvinceId} should not be enrolled in a 400 level Grants Program Code when also using Grants Program Codes 211 or 221.
