Description
When an enrolment record contains a Resident Board, the enrolment record should also contain a Grants Program Code of 110 (DSEPS - parental decision after consult with resident board).

When this validation rule is triggered, the following message is returned:
Invalid Resident Board. When submitting a Resident Board, the enrolment must have a Grants Program Code of 110.
