When either the Diploma Exam English Footnote or the Diploma Exam French Footnote is provided, a value for both fields must be provided.
Message
When this validation rule is triggered, the following message is returned:
Missing Diploma Exam Foonote. Both an English and French value for the Diploma Exam Footnote must be provided.
