Description
This rule enforces that the service is not used to modify a Document Order Item that is still under construction.
This validation rule is in effect for all school years.

Message
When this validation rule is triggered, the following message is returned:
- Incorrect Service Used. The Construct Document Order service must be used to make changes to order items with a status of Under Construction.
