Description
If a value is provided for either Physical Latitude or Physical Longitude data element then values for both data elements must be provided. This validation rule is in effect for the 2019 End Point and onwards.

Message
When validation rules, the following message is returned to the user:
Invalid Physical Latitude and Physical Longitude Value. Both physical latitude and physical longitude values must be provided in the physical address information of the parent/guardian record.
