Description
This rule fails if:
- the PASICoreVersion = 1 or greater (indicates an edit/update request)
AND
- TransitionReason = Conversion
OR
- TransitionReason = Updated by ASL
This rule applies to responsible school records across all school years.

Message
When this validation rule is triggered, the following message is returned:
Invalid Responsible School Update. A responsible school record cannot be updated to have a transition reason of “Data Conversion” or “Updated By ASL”, and existing records with transition reason “Data Conversion” or “Updated by ASL” cannot be deleted.
