Description
When updating a Section, the School Year cannot be changed.
This validation rule is in effect for all school years.

Message
When this validation rule is triggered, the following message is returned:
- Cannot change School Year. You cannot change the School Year associated to an existing Section. Instead, delete the existing Section, and submit a new Section with the revised School Year.
