When a Component Mark Value is provided, a Component Mark Format must also be provided.

Message
When this validation rule is triggered, the following message is returned:
Missing Component Mark Format. For Exam ({ExamMarkReferenceID}) and Component Code ({ComponentCode}), a Component Mark Format must be provided when the Component Mark Value is provided.
