Description
A document submission must contain a waybill file and the waybill file must be in a XML format.
Additional Notes
Note: if this rule fails, a submission record is created in the document submission table.
Message
When this validation rule is triggered, the following message is returned:
Missing Waybill File. Please resubmit your document submission with a waybill.
