PASI will not revert a Document Submission when the Document Submission Status is 'Loading', 'Pending', 'Rejected', or 'Processing'.

When this validation rule is triggered, the following message is returned:
Cannot Revert an Incomplete Document Submission. A document submission can only be reverted if the status is “Processed”.
