This rule is used to validate:
Description
When submitting a Document Submission with a waybill, the xml file must be formatted as detailed in the Electronic Waybill File XML specifications.
This rule may identify a variety of errors that are possible in the Electronic Waybill File XML.

This rule will identify one error at a time.
Note: if this rule fails, a submission record is created in the document submission table.
Message
When this validation rule is triggered, the message is:
Invalid Waybill Format. The {tag name} element is invalid - The value {entered value} is invalid according to its datatype 'String' - The Pattern constraint failed. Line {line number}.
Where:
- the tag name is the name on the Electronic Waybill File XML
- the entered value is what was entered by the user
- the line number is the line where the error occurred.
