This rule is used to validate:
Description
For a Student Citizenship status record that has a parent/guardian linked to the record (student citizenship), the effective date of the student citizenship record must be prior to the expiry date of the parent/guardian record.

When this validation rule is triggered, the following message is returned:
Invalid Effective Date. A student citizenship status record must have an effective date prior to the parent/guardian expiry date. (Citizenship Reference #{RefId})
