This Rejection rule is used to validate the Student Document Reference ID of the SubmitStudentCitizenshipStatus (Audit Subject) calls.
Description
Reject SubmitStudentCitizenshipStatus (Audit Subject) calls if Guardian Citizenship Document information is provided on endpoints prior to 2021.

When validation rules, the following message is returned to the user:
Invalid Parent Guardian Citizenship Document Reference. The parent guardian citizenship document reference is not allowed.
