This rule is used to validate:

Description
This rule will fail when the user:
- Provided a PASI Core Version of 0 (i.e. they are adding a record), and
- Meets the “Adding a new Record” section of the responsible school data access rules, but does not meet one of these:
- has association of one of:
- Owns the prior record to the one user is trying to insert (based on effective date)1).
- Owns the responsible school record they're trying to add (“own” meaning their organization is tied to the school code on the record).

When this validation rule is triggered, the following message is returned:
Access Denied. Your organization does not have access to add this responsible school.
