Description
This rule will fail when the user:
- Has access to the student AND
- Provided a PASI Core Version greater than 0 (i.e. they are updating the record), and
- Does not meet the “Updating a Responsible School” section of the responsible school data access rules.

When this validation rule is triggered, the following message is returned:
Access Denied. Your organization does not have access to edit the responsible school.
