When a Diploma Exam Mark is deleted the record cannot contain a Diploma Exam mark Value.

Message
When this validation rule is triggered, the following message is returned:
- Cannot Delete Diploma Exam Mark Record. Before the Diploma Exam Mark Record can be deleted, the existing mark value must be removed.
