Description
The Credential Requirement = StudentRequested-81700 cannot be marked as “Achieved” when the student is less than 19 years old as of September 1st of the current school year.

Message
When this validation rule is triggered, the following message is returned:
Student Cannot Request Credential Assessment. A student may only be assessed for the High School Equivalency Diploma when they are at least 19 years old as of September 1st of the current school year.
