This rule is used to validate:
Description
PASI will not accept an update to the failure details (Failed QA Comments, Reported by User, Student Document Problem Report Type, Reported Date/Time and Reporting User Name) unless the QA Status is being set to “failed” in the same service call.

Message
When this validation rule is triggered, the following message is returned:
Cannot Update Failed QA Result Information. Failed QA Comments, Reported By User, Problem Type, Reported Date/Time and Reporting User Name can only be provided with a Quality Assurance Status of “Failed”.
