This Rejection rule is used to validate:
- the Document Type of the Submit Student Record Document
Description
Documents with Is Ministry Restricted? = true (Yes) can only be added/edited/deleted by Ministry users.

Message
When this validation rule is triggered, the following message is returned:
The document type provided ({DocumentTypeName}) can only be used by Alberta Education (Ministry)
Where:
- {DocumentTypeName} is the document type name
