This rule is used to validate the following data in a Student record:
To perform this validation, the following information is used:
Description
A 'preferred' phone number record should not have an effective date that is in the future. If the Effective Date is in the future, this rule will be automatically reevaluated on the Effective Date.

Message
When this validation rule is triggered, the following message is returned:
Invalid Preferred Phone Number Effective Date. The Effective Date provided ({EffectiveDate}) for the preferred phone number cannot be in the future. (Phone Number Reference #{RefId})
Where:
- {EffectiveDate} is the Effective Date (Student Phone Number) for the record.
- {RefId} is the Reference ID (Student Phone Number) of the record.
