This rule is used to validate:
Description
PASI will enforce that if there is a Student Identity Document linked to a Student, the linked Student Document must be of equal or greater Source Document Quality when compared to all other Student Documents from the Identity (Document Category) that exist for the student.

When this validation rule is triggered, the following message is returned:
Student Identity Document is not of the Highest Quality. A document of higher quality exists to support the identity of the student.
