To perform this validation, the following information is used:
Description
North American Phone numbers (starting with a number between 2 and 9) must be 10 digits long.

Message
When this validation rule is triggered, the following message is returned:
Invalid Phone Number. The phone number provided ({PhoneNumber}) must be 10 characters long when starting with a number 2 through 9.
