Description
For international numbers (starting with a +), the + cannot be followed by a 0 or 1.

When this validation rule is triggered, the following message is returned:
Invalid Phone Number. The second character of the phone number provided ({PhoneNumber}) cannot be a 0 or 1 when starting with a +.
