Description
This rule applies only to Limited Access School/Authorities.
Rule 11404 - Student cannot be created applies when not a Limited Access School/Authority.
When using the Create Student service, PASI Core will check to confirm that the student does not already exist within the PASI Core database.
The cache is not used for this search.

Deactivated and deleted student identity records are not considered as potential matches during the search.
This validation rule is in effect for all school years.
The validation rule will fail if:
- a matching student is found in the database

When this validation rule is triggered, the following message is returned:
Access Denied. You are not able to create an ASN for the student. Please contact Red Tape Reduction and Student Records for assistance (StudentRecords@gov.ab.ca).
