This rule applies only to Limited Access School/Authorities.
Rule 11404 - Student cannot be created applies when not a Limited Access School/Authority.

When using the Create Student service, PASI Core will check to confirm that the student does not already exist within the PASI Core database.
The cache is not used for this search.

In this case, middle names are ignored.
