This system service is used to add or update an Student Record Access Request.
The following information is provided when using this service (* denotes required fields):
The service validates the request using the following validation rules.
If any of the validation rules fail, the rejections are returned for display to the user.
If the request is valid, the data is saved and an Access Granted to Student Record Message is sent to the student belonging to the confirmed ASN if they have an active connection.
Shadow records are created for any updates that happen.
