Description
The rule will fail if any one of the following conditions exist:
- The ASN does not exists in PASI.
- The organization does not have Access to the Student (Moved)

Message
When this validation rule is triggered, the following message is returned:
Invalid Alberta Student Number. The ASN provided ({StateProvinceId}) either does not exist or is not accessible. Retry, using the correct ASN.
Where:
- {StateProvinceID} means the ASN provided in the service request
